How thick is base plate? I have existing concrete and need to use expansion bolts to secure base so, I need to get height of bolt above concrete

Sorry my answer is late, but been busy.  The light kit comes with a triangle shaped metal plate with 3 holes that fit under the base plate of the light kit.  Put the triangle plate on the concrete and mark the hole locations on the concrete.  Bore the holes where the marks are and make them deep enough to let the threads come up to 7/8 inch above the concrete.  The base will then fit over the anchors that are in the concrete.  If the anchors are too high, use a recipracating saw or hack saw to cut off some threads to allow the cap nuts to screw down tight enough to hold the base of the light.  The triangle plate has a large hole in the middle so as to let the wiring come up through the base.

Quick and easy answer, Yes, by ~13".

The post comes in four segments that thread together; top threads are male, bottom threads are female.  Additionally, the post comes with an adapter that threads onto a 2" diameter segment for use with a 3" lamp fixture.  The base segment is 17½" tall (including threads) and has a top diameter of 3" which would allow a lamp fixture requiring a 3" post to be mounted there.  The second segment up is 24" long and the top is threaded with a diameter of 2 7/16".  The third segment up is 23" long and also threaded with a top diameter of 2" and the included adapter threads on here to permit a 3" lamp fixture be attached; the height would be 63¼".  The top segment is 13" long with a diameter of 2" over which a 2" fixture (smaller unit) could attach or use the adapter for a 3" fixture.  With all segments plus the adapter in use the lamp post is 75½" tall not including any lamp fixture used.

Will a 3" ID light fit this post ?

The post comes with an adapter that allows a 3" ID lamp fixture to fit at the top.  If you only have a 2" ID fixture you can still use it; you just need to remove the adapter (at the expense of losing about 2" in height) and fit the lamp fixture to the threaded end of the post.
